Multi-Sport Recreation & Recovery Complex

Annamayya District was constituted in February 2022 — one of Andhra Pradesh's newest administrative units, named after the revered Vaishnava poet-saint Tallapaka Annamacharya. Rayachoti, its district headquarters, serves a growing population across 64 mandals.
As a newly formed district establishing its administrative, civic, and cultural identity, Rayachoti presented a rare and significant opportunity — to design its public sports and wellness infrastructure from the ground up, with no compromises, to the highest standards available anywhere in India.
The Sports Authority of Andhra Pradesh identified this moment. Highland Consulting was commissioned to deliver it.
Three Spatial Ideas.
THE ENCLOSED SPORTING COURTYARD
The 200-metre running track defines and encloses the entire central outdoor precinct. This creates an immediately recognisable sense of dedicated sporting territory the moment a visitor enters the campus. Within this oval, the main building complex sits at the campus heart.
A CLEAR FUNCTIONAL HIERARCHY
Every facility is placed based on what it needs from its environment. Weather-sensitive sports — badminton, yoga, fitness — are housed in enclosed, insulated structures. Sports that benefit from open air — volleyball, cricket, football — are arranged within the track oval.
A SHARED SUPPORT CORE
The main building's lobby, changing rooms, toilets, cafeteria, and equipment store serve every sport on the campus equally. This single decision maximises the value of costly support infrastructure and creates a natural gathering point for athletes from every discipline.
CLIMATE AS A DESIGN DRIVER
Rayachoti experiences extreme summer temperatures reaching 44 degrees Celsius. This climatic reality directly shaped every design decision. The complex was designed for Rayachoti's actual climate — not for a generic site.

Planning & Research
Systematic field investigation and site assessment. Comprehensive sports demand analysis for each facility — every discipline chosen based on evidence. District and state policy context research including Khelo India Programme, AP Sports Policy 2023, and AP Vision 2047. International federation standards research and application across eleven disciplines.
Master Plan & Design
Site master plan — Drawing No. AE101. Ground floor plan of the main RCC sports block — nineteen rooms and spaces, fully dimensioned. Individual facility layout drawings for all eleven sports components. 3D masterplan renders from multiple angles. Front elevation visualisation.
Structural Design Basis
Complete structural design philosophy and specification for the RCC main block, PEB sports hall, swimming pool shell, and all eleven outdoor facility bases. Design code compliance across IS 456, IS 800, IS 875, IS 1893, IS 13920, NBC 2016, and CPWD Works Manual 2021.
Engineering Services Design
Electrical services design — sports lighting specification, emergency systems, 100 KVA generator backup, CCTV and IT infrastructure. Plumbing and public health engineering — pool water treatment system, solar hot water, campus water supply and drainage.
Complete Bill of Quantities
Item-by-item BOQ for all thirteen components — cross-referenced to AP Standard Schedule of Rates 2025-26 and April 2026 market rates for specialist items. Every item specified, quantified, and priced. Tender-ready from day one.
Quality Assurance Plan
A comprehensive QAP establishing inspection protocols, test frequencies, hold points, and acceptance criteria for every significant element of the works. Eight formal hold points requiring third-party NABL-accredited certification.
EPC Contract Strategy
Complete EPC procurement strategy with commercial terms, scope of work definition, and an 18-month phased implementation programme covering all construction stages from mobilisation through to handover.
Socio-Economic Impact Assessment
Documented assessment covering sports development and talent identification, public health and physical wellbeing, education and youth development, women's empowerment and gender equity, employment generation during construction and operation, and regional identity and tourism impact.
